Reading back through this, I suppose I should clarify the terminology before it gets confusing.

NV Tech: "Nebula Vortex" technology. Nanotechnology that can be used to form tools, accessories, clothing, or effects.

World Nebula: The 'OS' or operating system for the NV Tech. The program can be seen only by the person using it at the time, which is superimposed over their eyes. (If you've ever seen sporting events on TV, especially football, you'll see how they can put special effects directly on the field and it looks like players are running overtop of them. A person using the Nebula can 'see' that their hands/fingers are on top of their interface, even if no one but themselves can see what they're doing. A person can, of course, pull what they're seeing into the world and have it display on nanotech windows, but this is not the default.)

World Cloud: The actual cloud of ambient nanotechnology that floats in the air at all times. Knights of the Council have a small amount of tech assigned to them and it follows them around anywhere they go.

Implants: Anyone 18+ years old can be given implants to use NV Tech. They are located on the nubs of bone just behind the ear. For those under 18 or who don't want implants, they can use glasses specially designed to replicate the Nebula software on a person's visual field.

The Luminary Council: An organization that operates something like the real world's 'Doctors Without Borders.' They aren't a country of their own and they don't tell anyone what to do, but they do provide support/aid/defense to anyone who asks for it. They've been around since the beginning so many nations regard them as a parent-nation and seek their counsel on many things.

Colonization Event: The time in which Hadira/the planet was originally colonized. The circumstances of this will be revealed over time, but suffice it to say, it wasn't supposed to happen the way that it did.
